Recently, I encountered the issue of carrying out thorough rust removal and repainting on petroleum product pipelines, and I am seeking advice on this matter. My questions are as follows: 1. Is it necessary to clean the pipelines before performing rust removal and repainting? What is the feasibility of working on these pipelines while they still contain oil? Are there any mandatory requirements in this regard? 2. As far as I understand, when constructing new pipelines, rust removal and anti-corrosion treatment are carried out after the pressure test. My question is: after thoroughly removing rust from existing oil pipelines and applying anti-corrosion treatment again (taking pipeline cleaning as an example), is it necessary to conduct pressure tests and leakage tests on those pipelines?
Additional personal understanding: 1. For the rust removal and anti-corrosion treatment of large-scale petroleum product pipelines, it is necessary to clean the pipelines first, as such large-scale operations inevitably involve mechanical tasks; failing to clean the pipelines first is too dangerous. As for any mandatory regulations, that remains unknown for now; 2. Regarding the issues of pressure testing and leak testing, starting from the purpose of these tests: pressure testing is primarily used to assess the quality of welds, while leak testing is intended to check the airtightness of the pipeline system. It can be seen that during the rust removal and anti-corrosion processes (including pipe cleaning operations), there is no need to re-weld the welds; however, the pipeline equipment does need to be disassembled and reinstalled. Therefore, it follows that leak testing is necessary, but pressure testing is not ; I’m not sure if this understanding is correct; I hope fellow sailors can correct me!
