Is it that first a process design package (SHSG-052-2003) is prepared, followed by basic design (SHSG 052), and then detailed design (SHSG-053)? Is that the specific sequence of design steps? The technology provider is the company from which you purchased the process package – companies such as Axens or DuPont. In China, for smaller plants, the company that provides the process package (the technology provider) is often the same as the design institute

Such a division makes no sense. The process package cannot be held by one or multiple parties depending on its size.
