Planning to buy mobile pressure vessels manufactured by a factory

The factory building has been identified; it’s a ready-made facility covering an area of around 3,600 square meters, costing over 2 million. All the equipment needs to be purchased anew, and there is no flaw detection room – one will have to be built separately. After that, there are certification procedures to follow. I would like to ask what other tasks need to be carried out, as well as what software and hardware are required in order to obtain a license for manufacturing mobile pressure vessels.
