Signal control regarding the low selector

The diagram below shows the low-select control program at the secondary control level of our hydrogen compressor. I would like to ask what the percentage signals on both sides mean. Why is the signal for the higher value set between 0-100%, while the pressure signal for the inter-stage tank is set between 0-50%? What is the reason for this?
