A confused bid document

I recently received a tender proposal with an investment amount of 100 million; the details are incomplete, there are contradictions, and various items are missing. It’s absolutely ridiculous.
The party that wins the bid will be responsible for preparing the construction drawings. Right now, we haven’t won the bid; it’s the party that won the bid for the preliminary design that’s handling this task. I wonder how they plan to get themselves out of the mess they’ve created
Why do I always feel that this question is an inside joke? ;P
It might just be a fake bidding process; it’s merely going through the formalities of an open bid.
I work on small projects, and generally speaking, it’s common for the client to not be clear about their own requirements, which means the vendor has to fix those issues later – and that’s troublesome**:lol
Could the original poster explain what kind of project this is about? Let’s all come and learn*learn*, to broaden our horizons. :lol
It’s indeed not convenient to disclose this; the owner has a good relationship with our company, and the winning bidder is a well-known large enterprise in the country.
