Issues regarding weld qualification for pressure vessels and alternatives to weld qualification for steel structures

At present, the company is unable to use standard 50661 for structural weld assessment; it can only rely on standard 47014 for pressure vessel weld assessment. There is currently a project in which the steel members are of grade Q355B with a thickness of 5–70 mm. Since it is not possible to apply standard 50661 for the weld assessment of these structural elements, is it possible to use standard 47014 instead for such assessments?
What does the poster mean by “cannot install 50661”?
