Is it necessary to provide a pressure gauge port at the outlet of a pressure vessel? Are there any relevant regulations regarding this?
Some of the equipment seen on site was on the pipes.
Why would one think about omitting it?
Not necessarily; it depends on the design of the process system
This pressure vessel usually has openings at the nozzles, taking into account local stresses such as those on the cylinder body

Most of what we do is install pressure gauges on the container itself; this is more intuitive, and also because some pipe openings are not necessarily at the top of the container.

Generally speaking, if it is not the medium inside the container (such as liquefied gas) that generates pressure, it can be installed in a piping system.
