Issues regarding approval signatures within the process package

As everyone knows, for pressure pipelines and pressure vessels, there are several stages of approval involving signing: design, verification, review, and final approval. For the review and final approval stages, one must undergo training and obtain the corresponding qualification certificates. So the question is: are there any mandatory requirements regarding who can sign the documents related to the processes and instrumentation in a process package? Who is qualified to sign such documents? The answer I’ve gotten so far is basically: a: Signature of the leader ； b: Signed by someone with a senior professional title ； c: Signed by senior employees ； d: Signed by a person with a certification for injection. Are there any relevant laws, regulations, or standards that impose requirements in this regard?
Leaders sign for approval, those with senior professional titles sign for review, experienced employees sign for verification, and those with certification in quality management sign for standardization, etc.

To be honest, it doesn’t really matter who signs it, because no one will hold anyone accountable if something goes wrong
I’ve never heard of any relevant regulations, but generally, the person who signs is responsible
It is usually signed by a professional; anyone will not be chosen to sign it casually
Foreigners’ process packages are not as complicated, and domestic clients do not require that foreigners have multiple levels of approval.
