It depends on whether the products you produce are hazardous; a project approval process is required in either case. For specific details, refer to Order No. 36 and Order No. 45 issued by the State Administration of Work Safety
For new construction, renovation, or expansion projects, it is first necessary to obtain approval from the relevant authorities (the Ministry of Industry and Information Technology or the Development and Reform Commission). In terms of safety, a preliminary safety assessment report must be prepared, along with a review of the project’s safety measures. After that, a design is developed, including a separate section dedicated to safety considerations, which is then reviewed by the safety supervision agency. Following this, trial production is carried out, and a trial production report is prepared. Finally, the project is completed and put into use after passing the final inspection.

Safety aspects: During the feasibility study phase, a safety pre-assessment report is prepared first; once it is approved by the work safety supervision and management department, design work begins along with the preparation of a dedicated document outlining the safety facilities. A safety acceptance assessment is conducted after construction is completed and trial production is operating normally, and it is organized for review by the project owner.
