Secondary seal for internal floating roof

Are there any code requirements specifying that internal floating roofs must have a secondary seal?
There are requirements. But I’m not at the office; I can’t remember, and I can’t find it either. It seems to be an SH standard, related to storage tanks.
As required, **the latest environmental emission standards set by the Ministry of Environmental Protection stipulate that secondary sealing is necessary for internal floating roofs in order to reduce VOC emissions.** 5.2 Requirements for pollution control of volatile organic liquid storage tanks 5.2.1 Starting from July 1, 2015, for newly established enterprises, and starting from July 1, 2017, for existing enterprises, the following requirements for pollution control of volatile organic liquid storage tanks shall be applied. 5.2.2 Pressure storage tanks shall be used to store volatile organic liquids with a true vapor pressure of ≥76.6 kPa. 5.2.3 Volatile organic liquid storage tanks with a design volume of ≥150 m3 that store liquids with a true vapor pressure of ≥5.2 kPa but <27.6 kPa, and storage tanks with a design volume of ≥75 m3 that store liquids with a true vapor pressure of ≥27.6 kPa but <76.6 kPa, shall comply with one of the following requirements: a) Use internal floating roof tanks ； High-efficiency sealing methods such as liquid interlocking, mechanical shoe type, and double-seal type should be used between the floating disk of an internal floating roof tank and its tank wall.
SH/T3007-2014 4.2.10 Storage tanks for liquids of Class A, Group B and Class B, Group A with toxicity levels I and II should not have a capacity exceeding 10,000 m3, and they shall be equipped with a nitrogen or other inert gas sealing protection system.
