Material design stress per API650 standard

Why is the design stress for API650 material a fixed value, whereas GB50341 specifies different values depending on temperature?
The design temperature for API650 does not exceed 90°C
For 50341, there are different allowable stresses at 20 degrees and 100 degrees; the temperature values in between can be determined using interpolation. Do you mean that for 650, the value remains the same for all temperatures below 90 degrees?
