On the calibration of large-diameter steam metering devices.

The company has a DN700 V-cone flow meter that requires a calibration report issued by an authorized institution. Given the large diameter of this pipe, many institutions are unable to carry out the calibration; does anyone know where such calibration can be done? Someone recommended a metering station for calibration, but the medium used for calibration there is water, which is then converted into steam flow rates. Is this approach in compliance with the standards? I would appreciate your advice.
This is usually sent to a metrology testing institute for calibration, so that the calibration report has authority (there’s no other way). As for the method used, it is generally water or compressed air; where would there be a boiler available to generate steam for testing? :lol
