For projects adopting the EMC model, who is responsible for soliciting supervision services?

There is a project under the EMC model; now it is necessary to invite bids for project supervision, and is it the owner who will carry out this bidding process? Can bidding still be conducted by investors under the EMC contract model? Is there a clear written rule?
I think either option is fine, but having the owner issue a tender would be better for them.
