The safety factor issue for anchor bolts?

Why do the tower standards specify that for the calculation of the allowable stress of foundation bolts, the value of ns is set at 1.6 for carbon steel, and at ≥2.0 for low-alloy steel? I hope everyone can help answer this; I would be extremely grateful.
The bolt material is controlled by its yield strength coefficient; the higher the strength, the greater the safety factor. 150-2011 Standard Interpretation P42
