Recently, the Yellow River Water Resources Commission officially approved the \"Water Resources Assessment Report for Inner Mongolia Huaxing New Energy Co., Ltd.’s 4 billion cubic meters per year coal-to-natural gas project\" (Huangshui Tiao [2016] No. 141). The approval permits the use of surface water from the main stream of the Yellow River as the water source for production purposes, while groundwater from the Shuiquanzi water source shall be used for domestic needs. The annual water withdrawal amount is 20.5866 million cubic meters, of which 20.4552 million cubic meters are allocated for production and 131,400 cubic meters for domestic use. The 4 billion cubic meter coal-to-natural gas project of Inner Mongolia Huaxing New Energy Co., Ltd. is a key industrial project introduced to the Shanghaimiao Energy and Chemical Industry Base in Ejin Horoq Front Banner, Inner Mongolia. The total water consumption planned for this project is 20.5852 million cubic meters, of which 20.4552 million cubic meters are intended to be drawn from the Yellow River for production purposes, while 130,000 cubic meters are to be obtained from groundwater for domestic use. The water use quotas for the Yellow River have been adjusted and allocated by the people’s government of Ordos City, based on the water rights transfer quotas for the first and second phases of the city’s development, as well as the quotas for water rights transfers between different regions. The water use quotas for groundwater have been determined by the local water management authorities, using the quotas approved for the water supply project in Shangshimiao Town. In January 2014, the coal-to-natural gas project of Inner Mongolia Huaxing Energy Co., Ltd. received approval from the **National Development and Reform Commission**, permitting it to carry out preliminary work (Document No. FGWB-NY [2014] 188). The project is located in the Shanghai Miao Energy and Chemical Industry Base in Inner Mongolia, with a total investment of around 25.1 billion yuan. It has an annual production capacity of 4 billion cubic meters of natural gas, and as by-products, it generates 450,000 tons of tar, 100,000 tons of naphtha, 120,000 tons of sulfur, 60,000 tons of crude phenol, and 50,000 tons of liquid ammonia. The project is constructed in two phases, with each phase having a capacity of 2 billion cubic meters per year.
