If the purity of hydrogen and nitrogen is the same, either one will work. The choice of hydrogen may be driven by considerations regarding the impact on the flare when using it for venting, as well as the issue of recycling the vented gases; a case-by-case analysis is required, and you should consult the personnel responsible for your plant design or the process engineers involved in the design review.
