Why does the water in the cooling circulation pool turn red?

The water in the cooling circulation tank has turned red, but the iron ion level is not high. The fill material in the cooling tower was replaced last winter, and the water started to turn red in April this year; both the water quality and bacterial counts are normal. I’m not sure what could be the cause I’m asking for help from all the experts!
Could some material have gotten in? Is there pH monitoring?
