Issues regarding the supervision engineer qualification certificate

No one takes this exam anymore; now, with a First-Class Constructor certificate or a Certified Chemical Engineer certificate, one can register as a supervisor.

The current policies include two points: 1. Provincial-level supervision will be phased out gradually and will become invalid upon expiration; 2. First-class construction engineers can go through the necessary procedures to become registered supervision engineers

Notice No. 12 from the Heilongjiang Construction Department: Regarding the cancellation of professional qualification certificates for 20 occupations, including those in the construction sector. To the housing and construction bureaus (construction commissions and relevant departments) of all cities (prefectures), the housing and construction bureaus of the provincial state-owned farm and forestry administrations, the housing and construction bureaus of counties (cities) directly under provincial administration, as well as the relevant provincial departments (bureaus): In accordance with the requirements set out in the Ministry of Human Resources and Social Security’s “Notice on Issues Related to the Reduction of Professional Qualification Licenses and Certifications” (Document No. 53 issued by the Ministry), and the Provincial Department of Human Resources and Social Security’s “Notice on Implementing the Requirements of the Ministry of Human Resources and Social Security” (Document No. 57 issued by Heilongjiang’s Department of Human Resources and Social Security), it has been decided that, as of the date of issuance of this notice, the professional qualification certificates for the aforementioned construction industry workers shall be canceled. 　　I. Certificates of professional qualifications for 14 types of workers in the construction sector, including technical personnel, surveyors, quality inspection officers for construction projects, contract specialists, witnesses, sample collectors, real estate assistant appraisers, real estate appraisers, housing marketers, property management department managers, property management staff, water quality testers, and project supervision personnel (including supervision engineers, safety supervision engineers, chief supervision engineers, representatives of the chief supervisor, and supervision assistants), as well as full-time staff from bidding agencies. 　　II. The qualification certificates for four types of professionals in the construction sector, namely interior decoration project managers, interior decoration budgeters, interior designers, who were removed from service in 2009, as well as housing demolition workers who were removed from service in 2011, will all be revoked at this time. 　　III. Reviewers of construction drawing design documents for housing construction and municipal infrastructure projects shall regularly receive training and continuing education organized by the construction administration department or other professional departments specified by laws and regulations, in accordance with the required hours and content set forth by ** and the province; however, no qualification certificates will be issued anymore. The relevant information on training and continuing education can be recorded in other forms. 　　IV. The provincial department will no longer prescribe a uniform format for the qualification and position certificates for safety education of employees in construction enterprises. Construction companies determine their own methods for recording the annual safety training and education conducted in accordance with **laws and regulations. 　　For those who have obtained the aforementioned professional qualification certificates in the construction field, their existing certificates shall continue to serve as proof of their corresponding technical expertise and skill levels.
