Treatment solutions for phosphorus-containing wastewater

Total amount: 3800 T/year, organic phosphorus wastewater. Is it necessary to first oxidize it to inorganic phosphorus before further treatment? What oxidant should be used? Can the phosphorus removal efficiency reach 99%? Thank you all
It is quite difficult to completely convert organophosphates into phosphates; we have tried to oxidize organophosphates, but neither hydrogen peroxide nor ozone was able to achieve this.
Can most of it be precipitated as a calcium salt first, and then oxidized to inorganic phosphorus for removal?
