The internet speed is slow; please help

I’m renting an apartment, and the internet provided by the landlord works fine for watching videos online without any lag, but the speed of accessing forums on the web is very slow. I’m also unable to upload attachments of several megabytes when sending emails. What could be the reason for this, and how can it be fixed?
Try other websites; if the speeds are slow there as well, it means the landlord’s internet connection is poor, with limited bandwidth. . If only the forum cannot be accessed, then it’s a problem with the forum itself. Slow uploading of attachments that are several megabytes in size via email indicates low upstream bandwidth; this is the case with most internet connections, where the upstream bandwidth is low while the downstream bandwidth is high. . .
It’s just that the internet connection is poor; the internet service provided by your landlord is cheap, but it has a low bandwidth. . .
