Flowmeter paired with multiple transmitter sets

I would like to ask fellow sailors: The A+K balanced flow meter has multiple sets of pressure guide tubes, which are used in conjunction with multiple transmitters. What were the main considerations behind this design by the design team? Is it for accurate traffic measurement? It doesn’t seem so; in some cases there’s no need for such precision at all, as it only increases the construction costs.
Each transmitter has a different purpose; for example, one is used for control and metering, another for interlocking, and there are also three-way selections for safety systems.
