Seeking help regarding issues related to certified metrologists

I also haven’t started registering for the Certified Safety Engineer exam yet; I want to obtain a qualification that might be useful in my work. Since it is possible to encounter the measurement of light and heavy oil products in work, a colleague recommended a certified metrologist; however, he wasn’t very sure either about where to apply for such certification or what the relevant textbooks are There are even very few updates on things like online schools in this area. Is this a registration-based exam? Which ministry is organizing it?
It should be the Human Resources Department or the General Administration for Quality Supervision, Inspection and Quarantine. I’m not entirely sure; I found out that information on Baidu, but not many people know the exact details. There are also no textbooks available for sale
