Why are flow rate controls required for both the product stream exiting the hydrogenation reaction system and the circulating water, while there is little mention of this in the top of atmospheric and vacuum distillation columns?

In particular, both hydrogenation units and atmospheric/ vacuum distillation units involve the injection of water and ammonia. Why then is it necessary to control the flow rate in hydrogenation units based on the material and Kp value, while this is not required in atmospheric/ vacuum distillation units?
Amine is only injected into the hydrogenation unit when the catalyst becomes deactivated during startup; it is not injected during normal operation.
So, are there any requirements regarding flow velocity for the piping equipment at the top of the atmospheric distillation tower? What is the typical range? I just found an old book that states that for pipes with a diameter of 25.4 mm, the flow velocity should not exceed 21 m/s. Are there any such maximum and minimum limits on flow velocity? High velocities can cause erosion, while low velocities may lead to underscale corrosion; I’m looking for such a range :)
Top top, I guess it’s because there are production requirements, so the flow rate must remain above a certain level. I wonder if that’s what’s used to control the flow speed?
