In recent years, the safety and environmental protection requirements in the chemical storage industry have become increasingly stringent, with new standards in these areas being introduced one after another. Moreover, since the explosion at Tianjin Port last year, a wave of nationwide inspections was launched; to make matters worse, the Deqiao accident occurred this year as well. There have been a lot of inspections recently, and the main inspectors from these inspection teams are so-called experts, whose skills vary widely in quality. However, it is common for old reservoir areas to be evaluated using new standards: for example, if a reservoir was built in 2005 and its design met the standards at that time, but now those standards from 2013 or even 2015 are applied to it, various problems arise, and corrections are required. Yet some of these corrective measures are so radical that they essentially mean the reservoir has to be demolished and rebuilt from scratch. There’s also the expansion project for the storage area that is currently in the design phase; the design work is almost complete. But due to the Deqiao accident, there are now new requirements such as individual tanks with separate dikes and emergency shut-off valves, which means the work has to be done over again. Additionally, there are environmental regulations requiring gas recovery systems and wastewater treatment systems – it’s really frustrating.
Eventually, changes will definitely have to be made; it will become increasingly difficult to operate small warehouses. Those that fail to pay enough attention will be shut down, but this isn’t the end of anything – for those with sufficient strength, it’s actually the beginning of a new opportunity, haha.
