How should rust on butt-welded pipe flanges be dealt with?

The pipeline installation on-site has been completed, and the pipeline pressure testing has been finished. The joints where the wafer welded flanges are connected to the pipelines are severely corroded (sandblasting for rust removal was not carried out before installing the flanges). Are there any relevant standard requirements? Is it necessary to remove rust from the flanges and paint them? I would like to ask the experts here; if there are any issues, please provide a standard explanation. Thank you!
I’m not sure about the standard, but generally for carbon steel materials, sandblasting and painting are required. . .
