Gas station unloading issues

Is it acceptable for a fuel delivery vehicle at a gas station to unload fuel under power lines, with the insulated wires being 7 meters in height? The gas station regulations do not address this issue; I earnestly ask experts for their guidance!
It seems to be related to voltage; there are certain requirements on both sides of high-voltage power lines
Right above the oil unloading vehicle, the distance between that oil unloading port and the wires isn’t enough, is it? ?
There are requirements regarding the distance between storage tanks, fuel dispensers, and vent pipes and electrical wires; are there no such requirements for the distance between oil discharge ports and electrical wires?
An oil unloading truck can be considered a mobile tank, and unloading oil at gas stations is precisely when problems are most likely to occur. Unloading under power lines clearly poses safety hazards.
