The \"Regulations on Safety Supervision of Gas Cylinders\" stipulate that, in order to prevent gas cylinders from becoming charged with electricity, insulating materials should be placed at the bottom of oxygen cylinders when working alongside welders – this is a prerequisite. Metal devices such as pipes that come into contact with the gas cylinders must have proper grounding systems to prevent static electricity from causing fires or explosions. Acetylene, on the other hand, requires only 0.019 millijoules of energy to be ignited; even a tiny amount of static discharge, invisible to the naked eye, can ignite acetylene. Static electricity is generated whenever acetylene flows through pipelines or leaks, and any form of static discharge can potentially ignite it. Since acetylene explosions occur through decomposition and polymerization processes and do not require oxygen, the likelihood of an explosion once ignition occurs is very high.
