Should the strength calculation of the plate reinforcement be done based on pressure vessel principles or beam principles?

For the plate-type air preheater, the design pressure is 0.4 MPa. The core is surrounded by pressure plates, and these plates have multiple rows of reinforcing ribs. Should the strength of these reinforcing ribs be calculated based on the standards for pressure vessels, or should it be determined using the calculations applicable to removable plate heat exchanger plates, as if they were beams?
The pressure vessel has been calculated, but I don’t know how to calculate it for beams
