Pipe racks or pipe tunnels can be installed within the fire dike, but unrelated equipment should generally not be placed there.

Instruments certainly can. For the control valve, take a look; if you really think it’s better to place it inside, then you can consider putting it there. But I think it’s better to leave it outside generally.

Pumps do not require a fire dike or a cofferdam; of course, you can build one if you wish. Pump leakage is generally not taken into account; drainage ditches should be installed within the fire dike, allowing for switching to the rainwater system as well as to accident tanks or emergency tanks.
