Do all the steel beams GL and steel columns GZ of the steel structure need to be welded directly?

A question from a layperson: I saw a set of drawings for a large steel structure. The steel columns have dimensions of 600*350, while the steel beams are H-shaped sections with dimensions such as 700*300/340*250/298*149. In the drawings, the connections between the steel columns and beams use 2–3 M16 bolts; no welding symbols were shown. Is it that the connections are made using bolts first during installation, and then welded together later? If not welded, it seems these bolts won’t be able to withstand such a large load.
Check the drawing specifications to see if the bolts are high-strength bolts
