The confusing requirements for obtaining a forklift operation license

Some of our operational positions require the use of forklifts, and forklifts are special equipment that must be operated with a valid license. Our company has explicitly stipulated that those without a forklift operation license are strictly prohibited from using them； Today we received a notification from the relevant authority regarding the certification for forklift operation; however, one requirement specified in the notification is to provide proof of safety education and training received ； Proof of having 3 months of work experience in operating forklifts (including 3 months), along with at least 24 months of experience in forklift management (including 24 months) ； I wonder how someone without a forklift license can have any experience in operating a forklift ； Is there any violation if someone has experience operating a forklift but does not possess a forklift license? The following is part of the notification: Notice on Holding Training Courses for Drivers and Managers of Industrial Vehicles (Forklifts). To all entities related to special equipment: In order to provide better services to enterprises, prevent employees working with special equipment from operating such equipment without proper certification, strengthen the workforce of personnel involved in the operation of special equipment, and also to support the supervision of special equipment safety and improve the overall safety management level of enterprises, our association plans to hold training courses for forklift drivers and personnel responsible for forklift safety management in the near future. Please make the necessary arrangements and organize the relevant personnel to register for these courses in a timely manner. The relevant matters are notified as follows: II. Target participants Forklift drivers who have not yet obtained a qualification certificate, as well as personnel responsible for forklift safety management. IV. Application Procedures: Those who wish to enroll in the training must fill out the “Application Form for Special Equipment Operators’ Exams” and submit the following documents by July 15, 2016: 3. A copy of the educational qualification certificate – a junior high school diploma or higher is required for forklift drivers, while a high school diploma or higher is required for those in forklift management roles ； 4.
