Hazardous chemicals storage and operation enterprises

Document No. [2016]62 issued by San Gang, the head of safety supervision, stipulates that “as of July 1, 2016, all welding operations in the wei*an chemical storage areas of warehousing enterprises that constitute major hazard sources shall be managed under the regulations applicable to high-risk welding operations; local safety supervision agencies or industry authorities are encouraged to carry out third-party, professional supervision of such special operations as welding.” In my understanding, “warehousing enterprises” refer to warehousing and logistics companies, and should not include the storage and transportation areas of **chemical manufacturing enterprises. I’m not sure if this interpretation is correct No exact definition could be found for the concept of enterprises that store and handle hazardous chemicals.
Literally, there is a difference between the storage and handling areas of warehousing companies and those of chemical manufacturing enterprises, but in terms of the risk of fire and explosion, the situation is essentially the same. So I think it should include the storage and transportation tank areas of chemical manufacturing enterprises.
