Qualifications of past candidates undergoing reevaluation

I would like to ask whether, for this year’s applicants, the qualifications related to education and work experience need to be re-evaluated, or if those who passed the evaluations in previous years can just pay the fees directly this time? I completed the basic course in 2011, and took the professional exam in 2014, but I failed it by 2 points. I’m a veteran test taker.
Old candidates do not need to go through verification; they can simply pay the fee

(II) Former candidates: Those who have taken the 2014 registration exam for registered engineering consultants can submit their application details accurately and completely through the online registration system using their name and ID number. No further qualification review is required, but they should print out the application form for keeping, and must complete the payment process within the specified time frame. (1) Those who choose the registration points directly under the province shall have their online information reviewed by the First Evaluation Division of the Provincial Personnel Examination Authority, after which they must complete the online payment confirmation through the \"National Professional and Technical Qualification Examination Service Platform\" within the specified time. (2) Those who choose registration sites in cities, prefectures, directly-administered cities, and the Shennongjia Forest Region shall have their information reviewed online by the local personnel examination institute (center), after which they must complete the online payment confirmation through the \"National Professional and Technical Personnel Qualification Examination Service Platform\" within the specified time.

I passed the basic exam in 2014 and am taking the professional exam this year; I’m not sure what documents are required for the on-site verification
Under normal circumstances, you don’t need to go through re-evaluation, but since it’s been 15 years since you last took the exam, and the definition of a veteran candidate is someone whose last exam result is no older than 1 year, it’s hard to say for sure; it’s better if you call and ask
