1.jpg **Urgent Notice from the State Administration of Work Safety on Thoroughly Preparing for Emergency Response to Severe Rainfall Conditions** To the work safety supervision bureaus of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as to the provincial coal mine safety inspection bureaus: Since the onset of the rainy season, severe rainfall has occurred frequently in China, with many areas facing the risk of multiple rounds of such adverse weather conditions. This has placed significant pressure on and caused substantial losses in the work safety efforts in key industries such as chemicals, mining, construction, and transportation. At around 5 a.m. on May 8, a mudslide struck Chitan Village, Kaishan Township, Taining County, Sanming City, Fujian Province. It destroyed the living camp of the construction unit responsible for the expansion project of the HuaDian Group’s hydropower plant, as well as the office building at the Chitan Hydropower Plant. As a result, 35 people died and 1 person went missing ; At around 14:40 on June 4, a passenger ship named “Chuanguangyuan Ke1008” belonging to the Guangyuan Ship Co-op Corporation in Sichuan Province (with a capacity of 40 people but carrying 18 on board) was passing through the waters of Group 3, Feifeng Village, Bailong Lake in Sandui Town. Affected by sudden heavy rainfall and gusty winds, the ship overturned and sank; all 18 people on board fell into the water, resulting in 15 deaths ; At around 21:00 on June 15, due to an instantaneous heavy downpour, the wall of the liquefied gas station operated by the Yunnan-Guizhou-Guangxi Exploration Bureau in the Tongjian Industrial Park, Tonghai County, Yuxi City, Yunnan Province, collapsed. This collapse struck the liquefied gas storage tanks, resulting in a leak and explosion that injured 3 people. To thoroughly learn from past experiences and effectively carry out emergency response measures for safe production during heavy rainfall, as well as to prevent production safety accidents caused by natural disasters, the relevant matters are notified as follows: 1. Prioritize efforts to deal with heavy rainfall. It is necessary to attach great importance to the negative impacts of natural disasters such as heavy rainfall on safety production, and to fully recognize the importance, urgency, and complexity of preparing for emergencies related to heavy rainfall in order to ensure safe production. In accordance with the requirement of “addressing major risks and rescuing from major disasters,” all tasks must be carried out thoroughly, meticulously, and effectively to ensure they play their proper role. It is essential to focus on ensuring the implementation of emergency preparedness measures by enterprises and work sites to deal with disastrous weather conditions such as heavy rainfall, in order to effectively prevent and respond to various types of accidents. II. Improve the early warning mechanism to ensure timely responses and rapid action. All units must strengthen emergency duty arrangements; strict duty systems should be established in key areas, key enterprises, and important positions. Leadership officials should be on duty 24 hours a day, and any major risks identified must be addressed promptly. To implement an emergency coordination mechanism in early warning and forecasting, as well as in response to alerts and incidents, safety supervision departments should strengthen coordination with agencies such as those responsible for meteorology, water resources, land management, oceans, and maritime affairs. They must closely monitor severe weather events such as heavy rainfall, as well as the development of major natural disasters like floods, landslides, and rockfalls. It is necessary to carefully assess various risks associated with natural disasters that could lead to work-related accidents, and to take effective preventive measures in a timely manner. All types of production and business entities, especially those in key industries such as **chemicals, mining, construction, and transportation, should strengthen communication and coordination with local grassroots organizations**. III. Thoroughly prepare for emergencies and effectively enhance response capabilities. All units should, in accordance with the requirements of \"adequate investment in safety, proper safety training, sound basic management, and effective emergency rescue,\" strengthen the foundational work related to emergency preparedness in order to improve their ability to handle production safety incidents caused by natural disasters. First, it is necessary to prepare emergency supplies and equipment based on the actual conditions of work safety in the region, taking into account the regional meteorological and geographical conditions as well as the main disaster risks. Especially in coal mines and non-coal mines, a thorough inspection and testing of the existing emergency supplies and equipment are necessary. To deal with water inrush incidents and flood disasters, various pumps, pipelines, and accessories should be provided to ensure that all emergency supplies and equipment are available and functional. Various emergency rescue teams for work safety should allocate rescue equipment reasonably based on the actual conditions of the enterprises within their service areas. Safety supervision and inspection agencies at all levels should strengthen inspections of the stockpiling of rescue equipment and supplies; those with insufficient reserves should be ordered to suspend operations for rectification. Secondly, relevant departments and enterprises should start by improving effectiveness, relevance, and practicality, further refine various plans for dealing with severe weather conditions, and continuously make improvements through drills. Third, strengthen emergency training and education.
