Impurities in used ion exchange membranes

Recently, our company sent the used ion exchange membranes that had been replaced to a qualified facility for disposal, but it was found that the levels of radioactive substances exceeded permissible limits by a large margin, so the facility refused to process them. Has anyone encountered a similar problem? How should it be handled?
Radioactive materials? I don’t know what it is? How could there be radioactive materials?
