Corrosion protection for crude oil floating roof storage tanks

Today, large crude oil storage tanks use sacrificial anodes on their bottom plates as a form of cathodic protection for corrosion prevention. Insulating anti-corrosion coatings are generally used on sections of the tank walls that are below 1.8 meters in height, while conductive anti-corrosion coatings are used in those areas on the top of the tank walls that cannot be reached by the floating deck. The problem mainly lies in the middle section; generally, there are two solutions: one is to use antistatic coatings, and the other is to omit anti-corrosion measures. Could the experts please explain from what perspectives they considered each issue?
