The current division of responsibilities is that the installation contractor is responsible for the design of the lugs, while the tower manufacturer is responsible for their production. However, there is a problem at present: the party responsible for the lug design (the installation contractor) claims that it is only responsible for the design of the lugs and not for the local stress analysis of the tower shell at those locations. The party responsible for manufacturing the lugs (the tower manufacturer) also says that it is not responsible for such stress analysis. There is currently a dispute regarding this matter. So, who is responsible for the local stress analysis of the tower shell at the lug locations?
Did the designer of the tower’s shell not include mounting lugs? So what is the design for those lifting lugs? Should only the design stress of the lifting lugs be considered?

In practice, it is the construction company that designs the lifting lugs, but they are manufactured by the tower manufacturer.
