Dear experts, my supervisor is currently applying for a chemical industry project. When drafting the plan, the issue of \"production load scheduling during the commissioning period\" was mentioned. I would like to ask if there are any relevant laws and regulations that can serve as a reference for this matter. Thank you all.

Regarding the trial production of chemical projects, the aspects related to starting up the operation, but I couldn’t find it :L.
“I understand “production load arrangement during the commissioning period” to mean “plant scale””； The leader said that there should be relevant **industry regulations and such**, which presumably refer to restrictions on projects within the industry; for example, the production capacity for coal-to-oil processes should not be less than 1 million tons per year, while that for MTO processes should not be less than 300,000 tons per year.
