Why do construction units keep the engineering design drawings?

I would like to ask the experienced maritime professionals: why must the project owner retain at least one set of engineering design drawings or as-built drawings after the construction is completed? I know this is to make it easier to access construction-related documents in the future, or to have an original record in case any abnormalities occur. Moreover, the blueprint is stamped by the design institute, which gives it legal validity; so can a plain drawing with a stamp serve as a substitute for a blueprint? ? ? ?
It shouldn’t be possible; the drawings provided by the construction party need to be identical to those in the archive. The white version cannot be delivered
The blueprint is exposed to light, and any additional content will leave traces, so it cannot be altered. It is a regulatory requirement to use blueprints for as-built drawings. So, a plain image is not allowed.
What are the benefits of construction companies keeping the drawings, or in other words, why is it necessary to archive the design plans?
It facilitates self-referencing, enables compliance with inspections, and allows accountability for design and manufacturing in the event of any issues.
