From June 24, 2016, to July 1, 2016, the official website of the Energy Administration published the \"Detailed Rules for the Evaluation of Major Projects under the 13th Five-Year Plan for the Upgrading of Deep Coal Processing.\" The documents show that in order to prepare the \"13th Five-Year Plan for Demonstrating the Upgrading of Coal Deep Processing\" (hereinafter referred to as the \"Plan\") and to identify scientifically the key projects for the upgrading of coal deep processing, the **Energy Administration entrusted the Petroleum and Chemical Industry Planning Institute (hereinafter referred to as the Planning Institute) with evaluating the coal deep processing projects submitted by various provinces and regions. The documents indicate that this assessment recommends classifying it as a major project for demonstrating advanced coal processing and upgrading. Based on the characteristics of the project itself as well as the planning arrangements of various provinces (regions), it is divided into new projects and reserve projects. (1) New projects. New projects refer to those that, according to evaluations, meet the requirements of industrial and environmental regulations as well as the standards set for upgrading and demonstration under the Plan; such projects have made substantial progress in their preliminary stages, and it is expected that they will be approved in the first half of 2017, during the initial phase of the 13th Five-Year Plan, with completion expected by the end of that plan period or at the beginning of the 14th Five-Year Plan. (II) Reserve projects. Reserve projects refer to those that, according to assessments, meet the requirements of industrial and environmental regulations, as well as the standards for upgrading and demonstration set out in the Plan; during the 13th Five-Year Plan period, preliminary work on such projects will be carried out primarily. Where conditions permit, it can be adjusted to a new project during the mid-term planning adjustment. Evaluation basis. This evaluation is based on the project materials forwarded by the **Energy Bureau. If necessary, the project team may request supplementary materials through the provincial authorities or from the enterprises submitting the projects. Evaluation scope. The scope of this assessment includes coal-to-oil, coal-to-gas, and cogeneration projects that use coal as the main feedstock, as referred to by the Energy Bureau among new and planned projects; it does not cover coal-based chemical production, cogeneration projects based on coal-based chemicals, traditional coal chemical industries, or power generation projects. Projects that have already been approved for continuation are also excluded. Basis for evaluation. The main bases for this assessment work include: the \"13th Five-Year Plan for the Demonstration of Advanced Coal Processing and Upgrading\" (draft), the \"Environmental Access Requirements for Modern Coal Chemical Industry Projects (Trial)\」 (Document No. Huanban [2015] 111), the \"Notice from the General Department of the National Energy Administration on Organizing Applications for Major Projects under the 13th Five-Year Plan for Advanced Coal Processing\" (Document No. Guoneng Zongke Jike [2016] 80), and the \"Action Plan for Innovation in Energy Technology Revolution (2016–2030)\」 (Document No. Fagai Nengyuan [2016] 513). The preliminary review of projects is conducted based on the project documentation, with those that fall outside the scope of this evaluation being excluded. The remaining projects are classified into three categories: coal-to-oil, coal-to-gas, and multi-product production using coal as a feedstock. The second round of evaluation for projects involves a detailed review of those that have passed the initial screening. Based on evaluation criteria such as project layout, the content of the demonstration aspects, information about the project owners, and the progress of preliminary work, the major new projects and reserve projects for the 13th Five-Year Plan are selected. The final review of a project involves verifying and checking the results of the second round of evaluation. It provides recommendations regarding the construction details, demonstration tasks, energy efficiency improvements, and emission reduction measures for new projects. For similar demonstration tasks proposed by various companies, a selection process is carried out to identify the most suitable ones; projects that meet the following conditions are given priority: ① Development on a large scale or in clusters. Combining the project with existing factories facilitates scaled and clustered development ； ②Digest the existing excess coal production capacity. The project is located in an area with excess coal production capacity, which facilitates the utilization of the existing surplus coal capacity in the region ； ③The project is located in the vicinity of the Beijing-Tianjin-Hebei region, which facilitates the integration of this area and helps to implement comprehensive plans for preventing and controlling air pollution there ； ④Drive economic development in areas with an aging population, ethnic minorities, remote locations, and poverty. The project is located in areas that are old, poor, remote, or underdeveloped at the county level, which helps to promote economic development in such regions.
