Why does desulfurization not produce foam?

The desulfurization system in my plant has not produced any foam for over two months, and we still can’t identify the cause. I would appreciate some advice
1. Does the desulfurization liquid contain oil? 2. How is the amount of compressed air? 3. Is the addition of catalyst in compliance with standards?
Which coking plant do you work at? The reasons for no foam formation are: 1. Insufficient amount of catalyst, or the catalyst is of poor quality. 2. Insufficient air volume. 3. The circulation pump has a low flow rate. (We have two circulation pumps here; originally they were operated in a one-active-one-redundant configuration, but the flow rate when only one pump is used is very low, so we have to use both pumps.) ）
