What causes peeling wall paint?

The apartments in this complex were completed last year; some people moved in and started decorating them right away. This year, it was found that the walls of several units have large cracks, while the walls in other units are fine. Some say it’s a quality issue with the buildings, caused by insufficient cement content, while others claim that a special fixing agent needs to be applied during the wall painting process (I don’t know what it is); without using this agent, the walls crack. Does anyone who knows the subject well know what the actual cause is and how to fix these cracked walls?
The plastering was started before the house was completely dry and safe, or the plaster used is not suitable for the existing surfaces or the newly applied layers~~~~
Does property management ensure housing quality? Shouldn’t this be under the responsibility of the developer?

Cracks in wall plaster are usually caused by an insufficient proportion of cement mortar during painting, which is a quality issue. You can add a layer of gauze when applying the putty again; it’s available at places that sell building materials. That way, it won’t crack.
Gauze is used when dealing with cracks; but what if there are no cracks? How can we prevent them from appearing in the future?
You’ve misunderstood; these days, most walls use large pieces of gauze, and that’s to create a mesh-like fixing layer between the wall and the plaster, so as to prevent the wall coverings from peeling off.
