Questions regarding the ownership of key plant/area facilities in the boiler room

If the factory has external public steam supply as well as a boiler room, can the boiler room be considered a location with open flames rather than a critical facility for the entire factory/area?
Boilers are also areas that require special attention. Areas requiring special attention refer not only to those where welding work is carried out
I am referring to the important facilities throughout the plant/area indicated as 50160. With external steam supply, can the boiler room be considered not an important facility for the entire plant/area, and instead only be regarded as a location with open flames and equipment with open flames?
