1.jpg Emergency plans serve as the foundation for dealing with various types of accidents; they provide proper guidance for accident rescue, helping to reduce and prevent greater losses. However, during recent safety inspections at various companies, I found that most of them had comprehensive emergency plans in place – including general plans, specialized plans, and on-site response plans for various scenarios. Yet when examining their drill plans, it turned out that the content of those drills did not correspond to the content of their emergency plans; instead, the drills covered different topics. This created a disconnect between the plans and the actual drills, meaning that in the event of an accident, the emergency plans could not fulfill their intended role, and they ended up being nothing more than decorations hung on walls or placed on desks. An important reason why corporate emergency response plans become mere formsality is that they lack specificity and are not practical enough; there is a disconnect between the plans and actual drills, and the plans are not updated in a timely manner, which results in them serving only as a means to meet the requirements of higher authorities during inspections. Therefore, when formulating a corporate contingency plan, it is essential to pay attention to four key points: first, ensuring that the plan is tailored to specific circumstances. The emergency plans formulated should be based on the accidents that have occurred in enterprises in recent years, and they should take into account the enterprise’s hazardous areas, key areas, critical equipment, and essential facilities. The emergency plans need to be developed in close consideration of the actual conditions of the enterprise, so as to be targeted and effective. Second, emphasize the operability of the plan. When the author went to the company for an inspection, they saw that the content of many emergency plans was pieced together haphazardly; some were outright copied from others, and in such cases the company’s name wasn’t even changed before they were rushed into use. Such plans are completely unusable for any company. Therefore, when formulating emergency plans, it is necessary to take practical considerations into account; all aspects, elements, and procedures of the plan must be actionable, so that the plan is practical and effective and can properly guide accident rescue efforts. It is necessary to clarify the tasks and responsibilities of various departments and different types of personnel, define the procedures to be followed during emergency rescue operations, specify the various measures to be taken for rescue, and determine how rescue commanders should provide proper guidance and coordinate efforts from all parties swiftly in the event of an accident ； How various departments should carry out their duties to achieve the greatest level of rescue efficiency in the shortest possible time ； How rescuers can provide rapid assistance and how to use various facilities and equipment ； It outlines how employees can save themselves or help one another, as well as how to evacuate safely, thereby making the plan more practical to implement. Third, plans and drills are effectively integrated. An important purpose of drills is to test the emergency plans, which requires that these plans and the drills not operate in isolation from each other, so as to avoid a disconnect between them. Instead, emergency drills should be carried out in accordance with the requirements of the emergency plans, and any issues identified within those plans during the drills should be used to improve them, thereby enhancing their practicality and effectiveness. Fourth, emergency plans should be updated in a timely manner. After the drill is over, things cannot simply be considered resolved; it is necessary to promptly summarize the problems that arose during the drill, make timely improvements to any discrepancies between the plan and the actual drill, and revise the emergency response plan accordingly.
