In a security job, inspections account for over 80% of the time. Regular inspections, specialized inspections, seasonal inspections, inspections before and after holidays, periodic (ad-hoc) inspections… Various types of inspections are carried out day after day, year after year. Among various safety inspection methods, the most commonly used tool is the safety checklist; it also serves as a fundamental document in corporate safety management. Due to the varying forms of safety inspections, as well as differences among the departments, enterprises, industries, and regions involved, the safety inspection checklists used cannot be uniform. Today, we would like to share with you some knowledge on creating safety checklists. I. Basis for the preparation of the safety inspection checklist 1. Relevant laws, regulations, standards, procedures, specifications and requirements ; 2. Experiences and accident cases from domestic and international peers and enterprises in the same industry ; 3. The company’s past experience in safe production practices ; 4. New knowledge, new achievements, new methods, new technologies ; 5. Results of system security analysis, etc. In terms of the preparation process, one can first identify the various safety hazards that may lead to accidents based on the system safety analysis, and then determine the key points for inspection in accordance with the requirements and regulations set forth in the latest laws, regulations, and standards. Revisions can also be made based on the existing checklist. II. Content of the safety checklist The content of the safety checklist determines its relevance and effectiveness in application. The safety checklist must include all the main inspection areas of the system, and from these areas, other potential risk factors related to them should be identified and explored. The format of a safety inspection checklist generally includes: category, items, inspection date, key inspection points, inspection results, and inspector. Among them, the contents of the inspection items and the key points for inspection are listed in the form of questions, while the inspection results are answered with “yes” or “no”. ““Yes” indicates that the requirements are met, while “No” indicates that there are issues that require further improvement. A column for improvement measures can also be added after each question. This way of asking questions helps people deepen their understanding of the key points to be checked through back-and-forth discussions, thus serving as an effective tool for safety education. III. Issues to Consider When Creating Safety Checklists Safety checklists should be comprehensive and systematic, ensuring that no risk factors that could lead to accidents are overlooked. Therefore, the following points should be taken into account when creating them: 1. The content of the checklist should be focused, appropriately simplified, and informative. 2. The items and contents of the checklist should be tailored to different entities being inspected, with clear definitions of respective responsibilities to avoid duplication. 3. Each inspection item should be clearly defined to facilitate operation. 4. It must be approved by leaders at all levels in accordance with the scope of application of the checklist. For example, in the case of professional safety inspections, the safety inspection checklist should focus on the safety of the equipment’s structure, the safety of its installation and operation as well as its operating parameters, the safety and reliability of safety accessories and alarm devices, the main requirements for safe operation, and the requirement that operators hold appropriate certificates. For example, in the case of seasonal safety inspections, the safety inspection checklist should take into account the local seasonal climate conditions, including adding inspection items related to the seasonal impacts of high (low) temperatures, humidity (dryness), strong winds, and drainage issues on equipment, the environment, the premises, and personnel. IV. Precautions for the use of safety checklists 1. Professional checklists are different from regular daily checklists. The former should be detailed, highlighting the quantitative limits of the safety parameters for professional equipment. The latter should be concise, highlighting the key and essential parts. 2. When conducting security inspections using the application security checklist, it is necessary to assign inspectors for the task. Daily safety inspections at the enterprise level can be carried out jointly by the safety and technology management department in conjunction with relevant departments. Safety inspections of the workshop can be carried out by the workshop supervisor or a designated workshop safety officer. Job safety inspections are generally carried out by a designated person. After the inspection, a signature should be provided along with suggestions for action for record-keeping. 3. The development, adoption, and revision of safety checklists should be institutionalized and incorporated into the company’s safety management system to ensure their effective and regular implementation. 4. Use the application security checklist to ensure feedback on information and subsequent corrective actions. For the issues identified, those that can be addressed promptly should be corrected right away ; For those that cannot be rectified immediately, a feedback record should be made, and the relevant departments shall include them in the plan for rectification. 5. The safety checklist, as a record of the safety inspection, is part of the safety documentation. Therefore, during safety inspections, each item must be checked one by one, and the relevant information must be filled out completely in accordance with the specified requirements, so as to provide a true and reliable basis for system safety analysis and evaluation.
