Issues with the nameplates of imported heat exchangers

Our company imported a heat exchanger; according to the drawings, the heat exchange tubes are made of stainless steel, while the tube sheet is made of carbon steel. I’m at the customer’s site now; they say that during the registration process there were issues, as the nameplate does not match the drawings. Because the tube side material is listed as carbon steel on the nameplate. The Italian manufacturers say that the carbon steel they refer to is for the tube box. But according to our Chinese understanding, the main material of the heat exchanger tube should be specified as heat exchange tubes (stainless steel), or at least as carbon steel/stainless steel. Now everyone has their own argument, and the situation is stuck. Please advise on what should be done Thank you :)
In cases like ours, we usually fill in “carbon steel/stainless steel”, and then have the manufacturer issue a correction statement to handle it
