Under what circumstances will a storage tank collapse? Can it collapse due to an absolute vacuum inside it?
This depends on the design pressure of the storage tank, as well as its ability to withstand negative pressures.

This happens when the vent valve at the top gets blocked; it occurred in our oil washing tank as well.
Storage tanks have very weak resistance to external pressure; not to mention a vacuum, even a slight negative pressure will cause them to collapse
If the breather valve and safety valve fail, a certain negative pressure will be generated, which can cause deflation
If the storage tank is designed to withstand negative pressure, this phenomenon does not occur. However, in the absence of such resistance to negative pressure, there is a high likelihood of the tank collapsing. For example, if the liquid level inside the tank keeps flowing out, or if there are issues with the breathing system or nitrogen sealing used to supply air to the tank, negative pressure can develop, leading to the tank collapsing.
