What procedures are required for a company to establish a new desulfurization project?

To achieve ultra-low emissions, our company has installed a new desulfurization system. I would like to ask what safety-related procedures are required for this new system – is an safety assessment as well as compliance with the principle of simultaneous implementation of safety measures necessary?
Now there are safety assessments, environmental impact assessments, and energy assessments.
The environmental impact assessment has been completed. In our company, safety and environmental protection are separate functions; it has been the environmental protection department that has been handling this project. We only received notice recently that construction is about to begin. I think an safety assessment is necessary, but I’m not sure about the requirement of simultaneous implementation of safety measures
The principle of simultaneous implementation of safety measures is essential; please carefully study Order No. 36 and Order No. 45 – Order No. 45 applies to situations involving hazardous chemicals, while Order No. 36 applies in other cases. Desulfurization should involve hazardous chemicals; please refer to Order No. 45.
Order No. 36, I took a look. Our facility is engaged in thermal power generation; it already had a desulfurization system, and this time the desulfurization process is being modified. I checked, and there were no procedures required either when desulfurization was done initially :(. I’m a bit dizzy
It depends on the boss; to implement safety measures, we need the boss’s support. We can only make suggestions. Often, when it comes to accidents, if nothing happens it’s fortunate; but if an accident does occur, then people say you didn’t do everything properly.
