Fill the main cable trench with sand?

I remember that cable trenches laid in the gutter area need to be filled with sand, right? Need help.
Sand is only filled at the areas where access to the switchgear room is possible, in order to prevent any process media from entering the switchgear room through the cable trenches outside.
