What is the function of the air seal tank and the nitrogen seal tank before entering the electrolyzer?

In my understanding, the function of the two sealed tanks is to allow for overpressure discharge, thereby preventing excessive air and nitrogen pressures, large pressure differences in the electrolyzer, or negative pressures from causing mechanical damage to the membrane.

I don’t understand how to create an air seal; I only know about liquid seals. Is the gas seal the same principle as that in a buffer tank?
